I am trying to allow a group of users access to set folder permissions on

folder and i thought it was just the case of giving them full Control off
the
folder, then they can go to the folder security and add the required
permissinos etc.

That is generally correct. Eiter a the owner or those with FC can
change permissions, auditing, and even take ownership.

When I try and change the permissions everything is greyed
out? am i doing something wrong? or is another method?

Are you working through a share with LESS than FC on the share?

Do YOU have FC? (Or are you the owner?)
