Do I need to reboot the win2000 server every time after applying patches ?
After I applied the IE patch, the event viewer and program installed list
both shown up the patch is applied.

Usually the patch/install program will TELL you if the reboot is necessary.

My recommendation is to reboot (at the earliest convenient time or sooner
if the patch is a critical fix for you) if the installation claims it is
necessary.

You can expect the patch will not be (fully) applied until that reboot IF
the installation
says the reboot is required. (Some installation programs fib about this,
but Microsoft
is usually telling the truth because they prefer not to require an
unnecessary reboot.)
