That would have to be provide by the people making the scanner.
The users would have to carry the document to the scanner and put it in the
scanner, return to their computer and scan the document, then go retrieve
the scanned document.
It's probably more useful to set up a scanner in a central place and map a
drive to a place the user has access to from their computer.

I doubt it -- if so it is likely some software specific to the scanner
(not MS provided.)
This would be (mildly) interesting to me also, but generally since
the scanner has to be physically near the machine that controls
the scanner it isn't that useful after I thought it through.
