The copying you can do with ntbackup for example. Takes also the permissions. But i think the share's you have to share by hand after the copying.

Hi, I have a load of users home directories on one 2003 server and
wish to transfer them over to another server. How can I transfer them
and maintain all the permissions and share information? Is this
possible at all? I have around 500 users and need to copy them all
from server1 to server2 and don't want to be having to re-share them
again and set all the permissions.
