Don't know that there is a policy but it's the Reg_Sz string "Wallpaper" found at;
HKEY_USERS\.DEFAULT\Control Panel\Desktop
http://www.microsoft.com/technet/prodtechnol/windows2000serv/reskit/regentry/93214.mspx
http://www.microsoft.com/technet/prodtechnol/windows2000serv/reskit/regentry/93239.mspx
If they don't exist then ADD them.

How does on set a wallpaper for the login screen?
Ideally, I would like to set this on the server as a group policy, so that
all computers on the network will use the same wallpaper available on a share.
I do not want to prevent users from setting their own wallpaper in their
environment, just what appears when no user is logged on.
