How to Force Standard File Properties Dialog from Command Line?

What command will bring up the standard File Properties dialog on a folder
or file from the command line?

On one Windows 2003 system, the LocalService folder in Documents & Settings
is not showing up in Explorer. I have configured my view to always see
both invisible and system files, so that is not what is hiding it. I see
eventviewer messages that refer to this folder as C:\DOCUME~1\LOCALS~1\ so
apparently the viewing problem may have something to do with short names.
In any case I want to bring up the File Properties for this folder, and I
have to resort to the command line. Any ideas on making it visible in
Explorer are appreciated as well.
