It may not be that simple, the major OEMs tend to divide their troubleshooting by users such as home business, operating systems etc.
It is very possible the tech had no knowledge of server OSs and thus could not properly troubleshoot from beginning to end.
The tech may have been able to troubleshoot part way as a hardware issue and none from the OS.
If you have a computer in warranty and desire warranty support, reinstall the original OS.
Beg or borrow a hard drive temporarily from a friend if you do not have a spare drive.
If there is still a problem, the OEM can help take care of it.
If the issue is gone, it is out of the OEMs scope of support anyways.

Make an image of your system drive as it is and save it somewhere. Then
install the Dell default OS setup and see of your CD-ROM works. If it
doesn't, you'll have no problem with tech support since you have the
correct OS - not to mention a fresh install of it - in place.
The idea that a CD-ROM just won't work correctly with Win2k3 is just plain
BS. They just didn't want to go to the trouble of thinking outside of their
troubleshooting guide.
