Mac ignoring windows permissions

I have a client that just put a mac on his network. For some reason
when he
logs in he is able to have access to all the network folders despite
the
account not having permissions to view them.

when he logs on with the same credentials on windows he gets an "access

denied" message which is what he wants for that user.

any idea why the mac would have access to resources it does not have
permission for? is this a security flaw?
