The license logging service does not work as expected. Stop and disable it
and keep track of your licenses manually as if in per seat mode. It is not
needed or required, it's just an administrator's helper tool that does not
work.

I inherited a network with 4 Windows Server 2003 servers, and about 100
Windows XP Pro workstations (I actually upgraded the servers from 2000).
All
are on SA via an Open License Agreement.

Looking at our agreements on eOpen, I find that we purchased 110 Windows
Server 2003 device CALs. Looking at my licensing server, I see 110 Windows
Server "Per Device or Per User Purchased".

My confusion is caused by the fact that the "Clients" tab in the Licensing
application lists users, not devices. When the 111th user signs on, they
show
up as "Unlicensed Usage".

So far, I've just been revoking the licenses of users who are no longer
here, but we will soon be increasing the the number of users to exceed the
110 computers. I'm happy that we bought "per device" licenses, but is
something configured wrong so that my license server thinks they are "per
user"? If so, how do I fix it? If not, what I'm I misunderstanding?
