Open AD Users and Computers, go to the container labeled Builtin and
add the user to the Server Operators group.

I have a user who I only want to allow admin the file share/file connection
status of users connecting to *one* of my servers. The previous server was a
member server and all I had to do was make him a member of the Administrators
group on the local server and he was able to remotely connect to the Computer
Management applet. The new server is a DC and he cannot connect to the
Computer Management applet, and obviously, I can't add him to the local admin
group, because there is none on a DC. There is no consideration of adding
him to the Domain Admins group. Can anything be done to provide access to
this lone function for him?
