IIS Manager question

Tech-Archive recommends: Speed Up your PC by fixing your registry

I have winser2003 with WSUS installed on it. Lately i couldn't access the
WSUS console. If i go to the IIS Manager > Expand Comp_Name > Expand
websites > The default website is stopped. it appears like this : Default
Website(Stopped). If i try and click on start it says : The process can't
acess the file because it is being used by another process.

What can i do to start this process as i think this is causing me not to go
into my WSUS console
