Public Folders not working correctly on new Exchange 2003 Server

I added a new Exchange 2003 SP2 server and have replicated all the public
folders to this server and confirmed that they replicated and that the
client permissions look identical on the new server. When moving users over
to the server they have access to some public folders but others they can
view but see no data in the public folders. I checked client permissions on
that particular folder they looked good.

Any ideas on why this isn't working correctly?

Thanks in advance for any info,
Dan
