*Have you ever been able to access the file? If so, when?
*Are you able to open other snap-ins? (Event Viewer is an MMC snap-in).
*Have you installed any software or updated anything lately?

That should narrow down where to start looking ... i.e. if you could open it
2 weeks ago but can't now, what has changed in the last two weeks.
