Windows Server 2003 SP1 blocks certain files?

Hi

I have setup an Windows Server 2003 fully patched, as a fileserver.
While copying data to the server, I have noticed that certain files are
"blocked" by the server. Xcopy says it can't create the file and Total
Commander tells me to remove the write protection (the files are NOT
write protected).

The files I have seen do this are:

*.wmf
*.emf
*.eml
riched20.dll
Startup.htm

And this i not just a few files, but every one of these files that I
have encounted has been blocked! I strongly suspect that Windows Server
(SP1?) is blocking these files, because these files often have
something to do with viruses.

How can I turn off this protection?
