We run a number of HP Proliant servers (various models) running Windows2000

On Friday we experienced a major power failure, and all the servers safely
shut down as intended at the end of the battery run-time; when the power
returned some hours later, only 3 of the servers (2 x 2000, 1 x 2003)
restarted.
These share UPS's with machines which did not restart, and all share
the same software config for the APC UPS software.servers.
It was suggested that I needed to Enable the GPO setting "Do not turn off
system power after a Windows system shutdown has occurred" for all
test
I did this yesterday afternoon, and then this morning have performed a
of the UPS (after checking the policy had been applied), and again, only 3something
(the same 3) servers rebooted themselves.
Can anyone suggest whether this is a Windows settings somewhere I need to
change (and what/where that may be), or whether it's likely to be
else.

You must get into the BIOS and select the appropriate option:
- Do not restart after a power failure
- Restart after a power failure
- Resume the state that existed prior to the power failure
