This is probably about optimising Terminal Services over VPN. TS uses a
small amount of bandwidth per user, so the first question is, how many
users?
The second thing is that TS allows you to connect a client printer and a
client drive. This means that the user session on the server is mapping to
the remote site and sending print jobs or copying files back and forth. This
will quickly saturate your VPN.
If you have few enough users, and if you prevent client printers and client
drives, you can achieve a reasonable performance. Then of course you have
the problem of how people can print and get their files. This is where you
might consider using Citrix. Its part of your whole Terminal Services design
process.
You also need to implement some QOS protection for TS over the VPN,
otherwise one person copying a large file will block out all the TS users. I
don't know if your routers are capable of this.
TS over VPN works fine but only if you can control it,

We have a vpn set up with a linksys router at both locations. The host
location is cable internet and the remote location is DSL internet. The
server is running Windows 2003 and is a terminal server. The remote
location connects to the terminal server to run the main office software.
The problem is that the connection is not stable, it works fast for a
little while, then slows down, enough that it is hard for the remote
location to function.
Is there a way to make the connection at a speed that is effiieient
without having to use a T-1 line?
