Limit the max. number of simultaneous programs running win2k3 server

First thank you for taking time to look this post.

I have a question from a work colleague. He is asking me if it is possible
in windows 2003 server to limit the maximun of times, the same program runs
simultaneously. Like for example limit to five, the number of CMD Shell you
may have open or the number of paint programs you may have open.

He told me that there was a command in window 2000 server datacenter called
"proccom" that helps to config it, but I found almost nothing about it.
