Reset Admin Permissions for Server 2003?

Good Afternoon All,
I'm hoping someone can shed some light on how to reset all of the
server permissions for users in server 2003. I insalled DotNetNuke and
had to change some permissions, and now I get the following error even
when attempting to reach the root directory. (through internet explorer
by going to http://localhost/ )

Interesting enough though I can use Remote Desktop Web Connection to
control my server.
Any input would be appreciated.....
