Thanks for the taking the time to respond.

So the users will definitely have to log off. I wonder how the system
operators with hundreds of users inform all the users to log off.

A couple of ways.

From a command prompt;
net sess
net files

Control Panel|Administrative Tools|Computer Management(local)\System
Tools\Shared Folders
Sessions, Open Files

Generally you can just send a console message to all connected users
informing them to save their work because the server will be restarted in
5
minutes.
