Ok. more info.

I've just ran a test and here's what i'm up against:

I have a folder structure:

c:\shareddata
c:\shareddata\marketing

i've shared c:\shareddata with Everyone Full control
I've set NTFS permissions on c:\shareddata as Domain Admins (full control),
DummyUser (Read Only)

In the marketing folder, I've created an Excel sample file. In this same
folder I've created a sample file called Sample.Txt

by default, this is giving my dummy user Read access to the files (confirmed
that this works) and that they cannot add any files anywhere.

I went in to the NTFS permissions on both files and set DummyUser to Full
Control.

The result?

The sample.txt file can be changed by the dummy user account, but the excel
file cannot. ("microsoft office excel cannot access the file..." blah blah
blah.

The two files have exactly the same permissions. The user can change the
text file, but cannot change the excel file.

I'm so close to being able to do what I need to do.

There was an article on MS Support 919635 that seemed like it might be
related. i just applied this hotfix and the same result.

sometimes, I swear something that seems so simple takes SOOOOO long to do. I
know it's either a lack of knowledge/know-how on my part, or it's just not
working as advertised.

I'd like to make it so that no one can add files anywhere. but to have
subfolders be administered by a department head. (so the Marketing guy can
control what files get published and controls who can have access).

but with the c:\myrootshare\NYOffice\Sales I want a specific user to be
able to add/edit files.

So the gist of what i'm trying to do is create a network share and CONTROL
who can place files in specific folders via NTFS permissions. I'm trying
to avoid all users just dumping up their junk on the network share.

if I set c:\myrootshare to EVERYONE read only, then then on a subfolder
give FULL CONTROL to a specific user, they ultimately seem to get READ
ONLY permissions.

does anyone have any advice or guidance?
