When you assign share and NTFS permissions the cumulative effect is that the
most restrictive permission is in effect - if share permission is "Read" and
NTFS is "change" - effective permission is "read".

To accomplish your goals you need to remove the "Everyone" group.-

Ok, i'm trying to do something that seems simple, but i just can't get it.

I'm trying to create a share on our W2k3 network. By default, I want no
one to be able to add / modify files. I want to be able to give out WHO
can add /change files at different subfolders.

so lets say I have this NTFS Folder structure:

c:\myrootshare
c:\myrootshare\NYOffice
c:\myrootshare\NYOffice\Marketing
c:\myrootshare\NYOffice\Sales

I create a NETWORK share pointing to c:\myrootshare with Everyone Full
Control.

I'd like to make it so that no one can add files anywhere. but to have
subfolders be administered by a department head. (so the Marketing guy can
control what files get published and controls who can have access).

but with the c:\myrootshare\NYOffice\Sales I want a specific user to be
able to add/edit files.

So the gist of what i'm trying to do is create a network share and CONTROL
who can place files in specific folders via NTFS permissions. I'm trying
to avoid all users just dumping up their junk on the network share.

if I set c:\myrootshare to EVERYONE read only, then then on a subfolder
give FULL CONTROL to a specific user, they ultimately seem to get READ
ONLY permissions.

does anyone have any advice or guidance?
