And remember those are concurrent connections, so if all of the users
will not be connected at the same time you may be fine. If you do look
at 2003 server, be sure to look at Small Business Server since it will
include a lot of additional features for close to the same money. For
one, it includes SQL Server with the same number of licenses as you get
with the SBS OS. Just something more to consider, but I am not sure if
they have updated SBS 2003 to include SQL2005 or are planning to.

All workstation versions of Windows adhere to the ten connection limit
(five
for XP Home). Server versions are limited by license and or the server
resources. (note: depending on the process one user may require more
than
one connection.)

The workload governor was removed but note that SQL 2005 Express will
not
use dual processors nor will it use more than 1 gB RAM.
