I believe the reason for this behaviour is:

1) Write Behind is active for the disk that the data is written to.
2) The total swap file size is somewhat less than the file that is to
be copied.
3) The write speed to the external disk is notably slower than what is
the read speed from the source disk.

In this situation Windows will blindly fill up the swap storage totally
and then it does not understand that it has gotten full.

Usually this happens when the copied file is somewhat larger than 4GB.
Why is that? The maximum size of a single swap file is 4GB (or 4095 MB
to be exact). Many people try to tune up Windows by only allowing a
swap file on the second physical HDD, so they are then limited at the
4GB. Simply enabling an other 4095 MB swap file on another disk or
partition will move this limit up to 8GB. Very convenient indeed.

I just recently had this exhilarating experience with an USB2 HDD.
Cross-checked with another system with the same results.

It would be nice if I could disable the Write Behind property for this
external USB2 HDD but in the DiskProperties the "Write Cache enabled"
option is both unchecked and grayed out, nevertheless it is doing the
write caching.
