Well I have managed to set up my XP as an authoritative time server, and I
have directed both servers (also authoritative servers) to sync Ntp with my
XP.
I then set my XP clock back 1 minute.
Both ignored me for three hours, then the PDC synced in 90 minutes over
lunch. But the other DC refuses to budge.
Both W2k3 DCs have identical registry settings e.g.

W32Time has been giving clusters of Errors and Warnings ever since my
predecessor mis-configured it 18 months ago. I have consulted KB articles and
can see that it is mis-configured.
But I dare not fix this first.
My understanding is that if the discrepancy between PDC and external source
is less than 3 mins, W2k3 will adjust the clock rate to eliminate it
gradually and continuously.
If the discrepancy is bigger than this it will take it out in one hit - OK
if your PDC is slow, but if (like ours) it is fast then effects on AD
relication, DFS replication, etc are potentially horrendous as the re-sync
ripples through the domain.
Service to users mandates that I find a way of gradually eliminating the
discrepancy, if this is at all possible.

I would try and figure out why your DC is not synchronizing with external
time source.
If you restart Windows Time Service on domain controller holding PDC
emulator role and check the Event Logs (System Logs) for W32Time even --
what does it say inside?
Did you open appropriate ports on firewall for NTP? This would be UDP port
123.

Our W2k3 DC is failing to sync with an external time provider.
It is now 7m24sec fast, and I dare not correct the sync set-up as I will

a single-hit adjustment which will create a time-loop (what happened to
Galaxy SF magazine?).
In HKLM\System\CurrentControlSet\Services\W32Time\Parameters I have set

DC to Type=NoSync, and it is gaining almost 1sec/day, which agrees with
age
(18 months). I have been unable to find a way of slowing the clock on a
W2k3
server.
Is there a way of doing this?
If not, will this alternative plan work?
Set my XP workstation to Type=NoSync
Set DC to Type=NTP, NtpServer=MYXP.DOMAIN.local
Now I can manually take 1 minute off the clock on my workstation, wait for
the DC to re-sync, and repeat the process until the DC is close enough to
point NtpServer at an Internet Time Provider.
What other Registry entries or Service starts will be needed to make my
workstation function as NtpServer?
