Allow user to run an application on 2003 DC

Hello

I have given a trusted user the ability to logon locally to a Windows
2003 DC. I need him to be able to run the Nero application so as he can
archive data to DVD. As an ordinary user he hasn't got the ability to
do this.

Can anyone tell me how I can give him the permissions to run the app?
