Inherited rights" I would make the share permissions being Everyone -
Full Control. Then set the NTFS permissions based on Groups,
So, Shared Directory gets Sharing Permission of Everyone - Full Control
on the Sharing Tab, then on Security, I would give Domain Users Full
Control. Then on the sub folder, change back to inherit permissions,
and Then on the folders departmental directory, on Security tab, give
group for department rights whatever rights you need, and the "other
group" list content rights, and do a replace permissions on child
objects. Then go into that subfolder and add the"other group" and give
it the rights it needs. Does that make it work?
