Domain or workstation?
If it's a domain, check if you have domain admin rights?

Hello,
I was given the opportunity to manage and gain experience with a
server with Windows 2003 Server software loaded to it. A cohort and I were
placed in similar groups according to our servers (part of the "users" and
"administrators" groups), but while my co-worker is able to create users
and
groups, I am not. I am able to bring up the dialog box, but when I attempt
to
"create" it say that my access is denied. Can anyone give a solution or
possible cause to this error message, it would be greatly appreciated.
