I just got done debugging an issue similar to this..... Hope this
helps.

Admins were disabling Domain Machine Accounts in AD, but leaving the
machines on the network and the machines were trying to time sync with
the AD. The AD cannot sign a encrypted ticket to complete the request
and logs this error into the event viewer.

Dumpevt from the resource kit sometimes also provides more information
then event view (not sure why)

Any type of situation where the Windows Time service is no longer
trusted by the Time Server could cause this type of problem.
