Joining domain question

I've been struggling to get my XP machine to join a newly established
domain (our first as we transition from Netware to Server 2003 w/AD).
I finally accomplished it but have more users to go and don't know how
to duplicate what I did. I have done a lot of research and spent hours
in trial and error mode so don't exactly what finally got it to work.
One of the steps I have seen in my research that confuses me is the
requirement to create a domain user with permission to join the domain.
I assume I create the user in Active Directory but I can't find where
I grant the permission to join the domain. I configured myself as a
domain admin so that might explain why I got mine working.

How do I create the rest of my domain users and grant permissions so
they can join the domain?
