Windows Installer Issues

Currently have a fully patched Windows Server 2003 Std with Veritas
Backup Exec 9.1.
I'm trying to install the BackUp Exec Spk4 but when I run the setup I
receive a fatal error.

If I look in the App Logs there is the following:

Source: MsiInstaller
Event ID: 1023

Product: VERITAS Backup Exec for Windows Servers - Update
'{3FBE86C0-8282-4952-8B2F-BAE975225227}' could not be installed. Error
code 1603. Additional information is available in the log file
C:\DOCUME~1\jamesc\LOCALS~1\Temp\2\MSI9fc1d.LOG.


I've spoken to Veritas and they claim it's a problem with the Windows
Installer.
I've re-registered the Windows Installer but still receive the same
error.

Anybody have any ideas on this issue?
