Please uninstall the Windows Installer I suggested in my earlier post and
download this SP1 update for WIndows Installer:

I managed to install the one mentioned below. However, my msiexec reports
still being v 3.01.4000.1289 instead of 3.1.4000.2435. When trying to
install something I mostly get a dialog box telling me "the memory at
location ... cannot be read or written". I turned off DEP for programs.

Windows Installer isn't part of SP1 (at least the latest version of Win
Installer isn't part of Sp1).
Please double check if you are trying to install this version:

Thanks for your reply. It seems to be part of W2003 SP1. However, I have
problems with it and want to reinstall without reinstalling the
servicepack. Any more suggestions?

Uninstall from Add/Remove Programs and install it again.
Make sure to click "Show Updates" if you are not seeing the windows
installer in Add/Remove Programs
