Yes you will need to run adprep/domainprep on the 2000 servers before you can
promote a 2003 server to be an additional domain controller.

If you install the new exchange server in to the existing exchange
organisation, you can then use the 'move mailbox' option in 'exchange tasks'
on each user account. Dont forget to replicate all public folders. There is a
utility call 'pfmigrate' that comes with EX2003 and is a very easy way of
dealing with public folders. EX2003 has a nice deployment guide to help you
through.

PST files should not be needed but yes they can be moved between servers.
An easy way is to extract using exmerge and then import using Outlook on the
client PC. Otherwise you may have security problems as the administrator does
not have the permission to open every mailbox by default on the import.

You will need to remove the old exchange 2000 server from the exchange
organisation when you have migrated all mailboxes and public folders.

Have a look at the Exchange server website and the 'how to' guides. There is
plenty of information from microsoft on carrying out this type of project.

that should be something out there but I was unable to find the exact answers
I was looking for.
