yes network monitoring tool comes with windows 2003 but you have to install
it from add/remove programs then windows components and then select network
monitoring tools from managing and monitoring tools. Also this is not full
version which comes alongwith Systems Management Server 2003 which allows
you to monitor network conditions for remote system

I was told that W2K3 has a built in function for Network monitoring, is
this true? If not what is a good software package that will notify me via
email and text message if there is an error in an event log or cannot
connect to a specific server.
