I have a similar problem - the emails work only through the test
button,

don't work at all if they are scheduled (i.e., a scheduled report) or
when
triggered (i.e., quota exceeded) but the difference with me is
there's no
event log error.
Quite disappointing that some of the great new features don't work as
advertised. Amazing this wasn't caught through testing...

I've set up quotas and they seem to be working OK, however email
notifications aren't being sent to either administrators or users.
