server is loaded there are no roles on it (possibly, the second controller
think that is failure of roles owner).


You've got something else going on. Roles don't change automatically. Even
if the second DC could not find a FSMO role it would not take it or seize
it. You would have to manually change the roles.

Anything in event viewer?
