Auditing and reporting

We would like an audit trail of work carried out on the AD so that a report
could be produced say on a monthly basis for the manager. Also we would
like the same for File permissions and Group Policies.

We have auditing turned on (w2003) and the items appear in the event logs,
but no in a form we can summarize and show to the manager.

Is there a tool that will monitor such things and allow us to produce a
report once a month?
