Well - that depends. Look up "Mechanic's Lien".

Does the client owe him money? It may be cheaper to pay up the arrears than
to pay for you to spend hours and hours and hours rebuilding everything from
scratch. I don't like 'protection racket' stuff myself and wouldn't hold
information like this up for reasons of good karma and professionalism, but
if he is legitimately owed this money....

I suggest you ask the client to talk to a lawyer.
