Aaah. You're using "deny". Deny overrides everything, so if you deny group
1 to a folder, every member of group1 will be denied access regardless of
what other permissions they have.

My advice would be to not use deny at all. I would start with a permission
that gives the local adminsitrators of the server full control, and then add
the various groups from there.
