R2 is not an "ADDON".
Where is it stated "Installation of R2 requires install of Windows Server
2003 with SP1"
R2 is complete unto itself as Windows 98 SE is to Windows 98.
You may be misreading these statements:
"Microsoft Windows Server 2003 R2 is an update release"
"Windows Server 2003 R2 is easy to integrate into an existing Windows Server
2003 environment"
