Windows 2003 - How much do I have to pay ?

I'm trying to switch from Linux to Windows as cheaply as possible.
I am running a small non-profit website, the server is stand alone and will have a maximum of 2 client PCs connecting to it, and 1 windows user.
In addition to that, I will have a website running on it, providing dynamic content to a few hundred members (authenticated via my web application running as an ISAPI DLL under IIS).
Microsoft Australia tells me I need to buy a client access license for ANYONE who is authenticated by any method (including my software).
This would mean alot of money to buy 1000 or so CALs, or alot of money to pay for the unlimited connector.
This seems silly to me, how do I find out for sure ?
