>From your post, my understanding of this issue is: After a fresh
reinstalling of Windows Server 2003, you are prompted to choose operating
system to boot when you boot up. If this is not correct, please feel free
to let me know.

Based on my experience, this issue may occur if you did not format the
system drive before reinstalling the Windows Server 2003. We may modify
the boot.ini file to change this behavior.

1. Show all hidden and system files.

a. Open My Documents or Windows Explorer.
b. Click Tools menu, click on Folder Options.
c. Click on View tab, click to choose "Show hidden files and folders".
d. Click to clear "Hide protected operating system files (Recommended).

2. On the root directory of system drive, double click on boot.ini file.
Note: Before modifying the boot.ini file, please save a backup copy of this
file.

3. The contents of boot.ini file may look like the following:

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Server 2003,
Standard" /fastdetect

Under [operating system] section, delete any lines other than the above
line. Close and save the boot.ini file, and then restart the computer.
