Log on locally - no Domain controller



I am getting the following message:

The local policy of this system does not permit you to logon
interactively.

All the solutions talk about making changes to the domain controller. This
is a standalone machine that I am running Terminal Server. When I try to
log on, I get this message.

How do I set it so normal users can log on interactively?
