Faulting msiexec.exe on domain controllers only?

I am using a domain controller also as workstation. Somehow the installer
configuration is corrupted. I already used the clean tool, but this didn't
solve the problem. It is the latest version (checked the version number), so
this solution I also tried, reinstalling the installer.

The error I get: Faulting application msiexec.exe, version 3.1.4000.1289,
faulting module unknown, version 0.0.0.0, fault address 0x01a51646.

I think the problem started when trying to install MSN messenger 7.5. As of
the moment I cannot (re)install MSN Messenger, nor Microsoft Office. The
Microsoft Office is a real problem to me, because now I can't use the
specific domain controller as workstation. This always worked fine for me in
our small office. The problem does not occur on a similar system which is
not a domain controller.

Please advise.
