I think this issue should be checked on both server and client sides.

Server side:

You may refer to the following Microsoft Web site to configure the DNS
settings for 2003 VPN server:

Configuring a VPN Remote Access Server

Especially in the following sections:

- Configure TCP/IP on the VPN server.
- Configure name resolution on the VPN server.

Client side:
==================
1. Please right-click the VPN connection on the client computer, and then
select Properties.
2. Click Networking tab and then double-click Internet Protocol (TCP/IP).
3. Select "Obtain DNS server address automatically", and then click OK.
