Service Pack 1 Does Not Install on Windows Server 2003

I am unable to install SP1 on one of my Windows 2003 Servers. The
install seems to run without problem, then towards the end of the
installation, it fails with an error of "Service Pack 1 Setup
encountered an error: An error in updating your system has occurred."
You click OK, and it rolls back the installation, then says "Service
Pack 1 installation did not complete. Windows Server 2003 has been
partially updated and may not work properly."

An examination of the %SYSTEMROOT%\svcpack.log file reveals the
following as the source of the failure

643.672: Starting process: C:\WINDOWS\system32\wbem\mofcomp.exe
C:\WINDOWS\system32\wbem\cimwin32.mof
647.062: Return Code = 3
