Local Comptuer Policy | Computer Configuration | Windows Settings | Security
Settings | Local Policies | User Rights Assignment
Load and Unload Device Drivers: Administrators, Users

Of course, this will allow device drivers in general to be loaded, rather
than just the ones required for the Smart Phones.
