Quota Tab missing on ONE Drive!!

200GB drive, C: and D: partitions are 20GB and 170 GB. Both drives are NTFS
using identical permissions, but the quota tab is okay on C: properties, but
it's missing on D: properties. Logged on as admin. Traverse folder / Execute
File permission set.

What else is needed for the quota tab to show up?
