A couple of ways. One is to have a remote management card installed in
the machine. These have a mini operating system onboard and a network
cord plugged directly into them, so you can tell it to do a hard reset
of the power remotely. I believe they cost $500+.
Another option is if your UPS can be managed remotely. Some UPS
support an ethernet connection that you can manage through your
browser. You could therefore force a hard restart through
cutting/restoring power to the server.
Other than that, you may be out of luck. If the OS is hung, you need
something external to the OS to force a reboot.
