Definitely a possibility.... If a services uses an account w/ a password, it
won't detect that you changed one or both, it will fail to start. If this is
what is happening, then there should be errors in the event logs. If a
service won't start because of an invalid account or password then you need
to either stop the policy or change the service(s) to use a different
account or password.
I'd suggest it would be good to check all the services and see what they are
using to start/logon. If it says "Local System Account", go on to the next
one. Record all services that use a specific account and keep that for your
records in the event you need to change a password....
