VSS server 03

I have read everything i can find on VSS cluster size needing to be 16kb.
But I am not clear on weather it is the volume you are copying or the volume
where the copies exist. I was planning on partitioning a drive for VSS.
Tech notes on the issue do not seem to address this specifically. Also, Is
the cluster size even an issue with the latest sp on server03?
